2007-2008 CBEDS Updates
It's that time of year again… as the weather changes outside it's also time to update your school district's new construction eligibility for changes in 2007-2008 California Basic Educational Data Systems (CBEDS) enrollment. As a reminder, districts submitting funding requests after October 31st will need to submit a revised Enrollment Certification / Projection (Form SAB 50-01), reporting the 2007-2008 CBEDS. Template for the Modernization Accessibility / Fire Code Requirements Checklist is now available
School districts wishing to request the accessibility/fire code excessive cost hardship grant must have the architect submit a checklist to the DSA detailing the accessibility and fire code work that is in the plans and the associated costs. The OPSC and the DSA have developed a template for the school districts/architects to use. The template is now available in a Excel spreadsheet on both the OPSC and DSA Web sites. If the school district will be requesting State funding, the completed checklist must be submitted to the DSA when submitting modernization projects that contain access compliance and/or fire code work. Once the checklist has been signed by the DSA, as part of the plan approval process, the school district will submit it to the OPSC as part of its complete application package. School Districts may submit their projects along with the checklist to the DSA prior to the regulations being approved by the OAL; however, school districts wanting to request funding on the amended regulations must wait until the regulations are approved by the OAL before submitting their projects to the OPSC.

Attorney General's Opinion Regarding Modular Building Components
The Attorney General has opined the following: "A school district may not, without advertising for bids, contract with another public agency to acquire factory-built modular building components for installation on a permanent foundation." Accordingly, the State Allocation Board made it very clear and put all school districts and county offices of education on notice that the Board will not consider for apportionment any project that has utilized this method of procurement effective January 25, 2006 (i.e., any contracts including purchase orders signed after January 25, 2006 are ineligible for funding).
