General Information In Education Code Sections 1986 (Community Schools), 17285 (Regional Occupational Center or Program), and 17292.5 (Expelled Pupils Program) the law directs school districts and county offices of education to utilize available school facilities that conform to the Title 24 of the California Code of Regulations (Field Act). The legally acceptable second choice for Community Schools and Expelled Pupils Programs is to utilize classrooms secured through the State Relocatable Classroom Program. The second choice for Regional Occupational Centers or Programs and the third choice for Community Schools and Expelled Pupils Programs is to lease facilities that meet criteria specified in each law.
Prior to entering into any lease a certification must be made to the State Allocation Board. The Facilities Certification (Form SAB 406A), is provided to facilitate this process.
These Education Codes also require that every three years school districts and county offices of education report on the facilities utilized for these pupils/programs. Forms have been provided to assist with the reporting process.
