Deferred Maintenance Program (DMP)

    The Deferred Maintenance Program (DMP) is made up of 11 project categories or types of work that are outlined in EC Section 17582 or otherwise approved by SAB. Most of the project categories are building systems that are necessary components of a facility, without which the building would not be able to function for school purposes. A deferred maintenance project must conform to one of these categories in order for a district to place a project on the five year plan or apply for an extreme hardship grant.

    Basic Apportionment
    An annual basic grant is provided to districts for the major repair or replacement work listed on the Five Year Plan (Form SAB 40-20), which is a projection of deferred maintenance work to be performed on a district wide basis over the next five years. The DMP provides State matching funds, on a dollar for dollar basis to assist school districts with expenditures for major repair or replacement of these school building components. The annual basic grants are provided in December of each year.

    Extreme Hardship Apportionment
    An extreme hardship grant is provided in addition to the basic grant if the district has a critical project on the five year plan that must be completed within one year due to health and safety or structural reasons.

    Funding
    Funding for this program is generated from the amount of school district repayments under the State School Building Aid Program that exceeds the amount necessary to service the indebtedness on State General Obligation Bonds sold and loaned to the districts for that program. Additional funds are available from certain State School Site Utilization Funds and may be appropriated from the State General Fund.

    Annual Apportionments
    At the December 12, 2007 State Allocation Board (SAB) meeting, the SAB apportioned funds to school districts for Basic deferred maintenance participation and Extreme Hardship projects.     County Offices of Education must certify to the Office of Public School Construction (OPSC) by February 10, 2008 that the school districts within their county and the County Office of Education, have deposited the required funds to their District Deferred Maintenance Fund (DDMF). Deposits that are not certified to the OPSC by February 10, 2008, are subject to grant rescission. The Certification of Deposits (Form SAB 40-21), should be mailed to the following address:

    Districts that have an extreme hardship project must submit the Fund Release Authorization (Form SAB 40-23), along with supporting documentation before any funds can be released.

    Please be advised that pursuant to Education Code Section 17584.1 districts and county offices of education that do not deposit the required match into the district's or county office's Deferred Maintenance Fund will need to submit reports to the Legislature by March 1, 2008. The report is to include a schedule of the deferred maintenance needs for the current fiscal year, an explanation of the district's spending priorities for the current fiscal year, and an explanation of how the district plans on meeting its current need without depositing the maximum amount calculated by the California Department of Education.

    Also, it is important to note that school districts with schools eligible to participate in the Emergency Repair Program must deposit an amount equal to the maximum basic grant to be eligible to receive funding from that program pursuant to the Emergency Repair Program Regulation Section 1859.328.
