INFORMATION ON THE AVAILABILITY OF EMERGENCY PORTABLES
The Office of Public School Construction (OPSC) has State Relocatable Classrooms that are available for emergency housing for school districts that have lost classrooms due to the fires in Southern California.  For information and assistance, please contact OPSC Project Managers, Liz Cheyne at (916) 323-2636 or Freda Stathopoulos at (916) 322-5766.
 
Attached is a list of portable manufacturers LINK HERE that have portable buildings available for lease or purchase and the list include contact information and prices.  This list is being provided for information only and prices are subject to change.  Contracts for leases or to purchase portables will be executed between school districts and the manufacturer.  Please contact the manufacturer for more information.

General Information
On October 26, 2005, the State Allocation Board (SAB) adopted the Phase-Out Plan (Plan) for the State Relocatable Classroom Program (SRCP). The SRCP was originally designed to meet classroom needs for those districts impacted by excessive growth or unforeseen classroom emergencies. The report was brought forth for the SAB's consideration due to the increasing size of the SRCP and the general condition of an aging fleet. The plan outlines a process for immediate disposal of all State Relocatable Classrooms and permits school districts and other entities to purchase the relocatables. Effective December 1, 2005, the SAB will no longer accept applications to lease a relocatable.

At its meeting on April 26, 2006, the SAB adopted an amendment to the Plan that will allow school districts to purchase relocatable classrooms with minimal impact to its new construction baseline eligibility. The following table illustrates the purchase price and pupil grants to charged:

*Pupil Grants and Purchase Price are based on 2008 figures.

Does not include childcare and latchkey facilities.

The Purchase Price represents the dollar value in the State recoups all program expenses such as the purchase price, transportation costs and set-up costs. the pupil grants shown in the table represent the nearest whole pupil grant that equates to the purchase price to be paid by a school disrict.

 

Implementation of the Plan will begin in June 2006 by mailing notification letters to school districts currently leasing relocatable classrooms. The school districts will then have 60 days to notify the Office of Public School Construction of their intention to either purchase, return or continue to lease the relocatable classrooms. Due to the large number of relocatables in the SCRP, applications to purchase will be processed in the following three cycles based on the year built:

Cycles Built Between Age of Relocatable
First Cycle 1978 - 1991 27 - 14 years of age
Second Cycle 1992 - 1998 13 - 7 years of age
Third Cycle 1999 - 2003 6 - 2 years of age
