State Allocation Board Programs

Emergency Repair Program (ERP)
This program provides funding for repairing building systems or structural components that pose a health and safety threat at eligible school sites.

School Facilities Needs Assessment Grant Program (SFNAGP)
This program provides funding to complete a one-time assessment of facilities at eligible schools.

Good Repair Standards
This link will provide information regarding the two parts of Senate Bill 550 that impacted the OPSC: the Facility Inspection Tool and the school Faciltiies Inspection System.

Deferred Maintenance Program (DMP)
The Deferred Maintenance Program provides State matching funds, on a dollar-for-dollar basis, to assist school districts with expenditures for major repair or replacement of existing school building components.

Unused Site Program (USP)
The Unused Site Program requires that districts and county superintendents of schools pay a fee for properties that are not used for school purposes after specific time periods.

State Relocatable Classroom Program (SRCP)
The OPSC is implementing the Phase Out Plan (Plan) for the State Relocatable Classroom Program that was adopted by the State Allocation Board (SAB) at its October 26, 2005 meeting. An amendment to the Plan was adopted by the SAB on April 26, 2006 that allows school districts to purchase a relocatable classroom with minimal impact to its new construction baseline eligibility. Currently, the OPSC is accepting applications for the purchase of relocatable classrooms from school districts, charter schools and public entities, such as cities, counties and state offices. Beginning November 1, 2009*, OPSC will also begin  accepting applications from private entities. School districts, charter schools and public entities at that time will continue to have the ability to purchase relocatable classrooms on a first-come-first-served basis.

Community Schools, Expelled Pupils, and Regional Occupational Center or Program Facilities
Education Code Sections 1986, 17285 and 17292.5 directs school districts and county offices of education to utilize available school facilities that conform to Title 24 of the California Code of Regulations.


    Inactive Programs

    Lease-Purchase Program (LPP)
    The Office of Public School Constuction (OPSC) is no longer accepting Lease-Purchase Program applications because the program has exhausted all its funds.

    Lease-Purchase Joint-Use Program

    Federal Renovation Program
    The OPSC is no longer accepting Federal Renovation Program applications because the application filing period has passed and all funds have been apportioned. Should you have any questions, please contact Mr. Juan Mireles at 916.323.4470.

    Contractor's Registration Program
    Effective January 1, 2001, the OPSC is no longer registering for the Asbestos Hazard Emergency Response. For general asbestos information and databases listing registered contractors, certified asbestos consultants and asbestos training providers go to the Division of Occupational Safety and Health (DOSH) - Asbestos. You can also contact the Asbestos Contractor Registration Unit of DOSH at 415.703.5191 with questions about contractor registration. For verification of individual AHERA training, contact the individual training provider noted on the certificate.
