SFP: Critically Overcrowded School Facilities Program

Application Requirements

General Information
In 2002 Assembly Bill 16 created the Critically Overcrowded School Facilities (COS) program, which supplements the new construction provisions within the School Facilities Program (SFP). The COS program allows school districts with critically overcrowded school facilities, as determined by the California Department of Education (CDE), to apply for a preliminary apportionment for new construction projects; in advance of meeting all SFP New Construction program laws and regulations required for a final construction apportionment. Districts with SFP new construction eligibility and school sites included on a CDE list of source schools may apply. Under this program, the preliminary apportionment serves only as a reservation of funds; which must be converted within a four-year period to a final apportionment, unless a single one-year extension is granted. For information regarding the CDE Source School List contact Mr. Fred Yeager at 916.327.7148 or visit the CDE website.

The passage of Proposition 47 in 2002 provides an initial 1.7 billion dollars for COS program funding; an additional 2.44 billion dollars were provided through Proposition 55 in 2004. Please refer to the School Facility Program Handbook and Regulations for COS project criteria requirements.

Preliminary Apportionments
Critically Overcrowded Schools preliminary apportionments were presented to the State Allocation Board for approval at the August 27, 2003 and October 27, 2004 meetings. The Board item and the list of districts (attachment) to be funded can be viewed at the following links:
