Eligibility Applications for eligibility are submitted on a site by site basis, rather than district-wide or HSAA, as is the case for new construction. To be eligible, a permanent building must be at least 25-years old and a relocatable building must be at least 20-years old. For purposes of determining the age of the building, the 20-year and the 25-year period shall begin 12 months after the plans for the building were approved by the Division of the State Architect.
Applications for eligibility are approved by the SAB and this approval establishes that a school district or county office of education meets the criteria under law to receive assistance for moderization. Eligibility applications do not result in State funding.

Funding The modernization grant provides State funds on a 60/40 basis for improvements to educationally-enhance school facilities. Projects eligible under modernization include such modifications as air conditioning, plumbing, lighting, and electrical systems.
The modernization grant amount is intended to provide the State's share for all necessary project cost. The necessary project costs include, but are not limited to, funding for design, the modernization of the building, education technology, unconventional energy, tests, inspections, and furniture/equipment. Site acquisition may not be included in modernization applications.
