Deferred Maintenance Program The Deferred Maintenance Program regulations have been amended to include the abatement of lead-containing materials as well as the use of comparable building materials (like-kind materials) that accomplish the same function. The Office of Administrative Law (OAL) approved the regulatory amendments with an effective date of November 24, 2004. Additionally, implementation of SB 892, Chapter 909, Statutes of 2003, and AB 1124, Chapter 358, Statutes of 2003, relating to clean, functional and maintained restroom facilities have been incorporated into the regulations. The OAL approved the regulatory amendments with an effective date of February 28, 2005.
