NEW REGULATIONS IN EFFECT
Great News!! The OPSC is pleased to announce that the regulations implementing AB 1014 have been approved by the Office of Administrative Law effective October 21, 2008. The State Allocation Board is pleased to announce the appointment of Katrina Valentine to the position of Assistant Executive Officer for the Board effective October 1, 2008. Since October 1998, Ms. Valentine has served the Office of Public School Construction in various capacities. Most recently, she was the Supervisor of the Policy and Specials Team, where she was responsible for researching and implementing numerous policy issues related to the School Facility Program. Additionally, she has worked to successfully resolve many complex and sensitive school district appeal requests during her ten years with the OPSC. Ms. Valentine received her Bachelor of Arts degree from California State University, Sacramento and lives in Folsom with her husband and two children. -- [01Oct2008]
In order to streamline the School Facility Program Financial Hardship review process, the Office of Public School Construction has developed a two-tier review process for Financial Hardship program and newly revised Financial Hardship Checklists, which define necessary documentation OPSC requires for Financial Hardship review.

NEW REGULATIONS IN EFFECT
Regulation Section 1859.71 and the Project Information Worksheet (PIW) have been approved by the Office of Administrative Law with an effective date of July 10, 2008. Please click on the link to access the SFP Regulations,specifically Section 1859.71.
Districts can now use the automated version of the PIW
Districts receiving new construction grants are now required to use the PIW when submitting the following forms:
• The Fund Release Authorization (Form SAB 50-05) for all new construction projects requesting a 100 percent release of State funds; • The first annual Expenditure Report (Form SAB 50-06) for all new construction projects after receiving the full fund release; and • The Final Expenditure Report (Form SAB 50-06) for all new construction projects after receiving the full fund release.
The PIW will allow the OPSC to collect data and conduct analysis of new school construction costs to assist the State Allocation Board with determining if adjustments are needed to new construction grants. For more information districts can contact their OPSC Project Manager.

Education Code Section 41020 requires each school district's books and accounts to be audited annually by certified public accountants that comply fully with Generally Accepted Government Auditing Standards (GAGAS). One component of GAGAS requires independent auditors to obtain a sufficient understanding of internal controls. As part of the audit process school districts will be required to return the following Management Representation Letter.

The Office of Public School Construction along with the Division of the State Architect conducted informational workshops at various locations throughout California providing interested parties helpful information regarding funding opportunities provided by Proposition 1D and changes to the School Facilities Program as a result of the passage of Assembly Bill 127. The workshops reviewed the High Performance and Seismic Mitigation Programs.

Information on the Availability of Emergency Portables
The Office of Public School Construction (OPSC) has State Relocatable Classrooms that are available for emergency housing for school districts that have lost classrooms due to the fires in Southern California. Attached is a list of portable manufacturers: CLICK THIS LINK that have portable buildings available for lease or purchase and the list includes contact information and prices. This list is being provided for information only and prices are subject to change. Contracts for leases or to purchase portables will be executed between school districts and the manufacturer. Please contact the manufacturer for more information.

The emergency regulations for the Emergency Repair Program are now in effect.
